Operational structure

At the heart of NEPAC’s success is a decentralized yet highly coordinated structure

NEPAC comprises four (04) bodies:

  • The General Assembly
  • The Bureau
  • The Technical Secretariat (TS)
  • Working groups and ad hoc committees

The General Assembly:

This is composed of all NEPAC members who have signed the present Charter of Commitment and whose membership has been approved. Councillors also take part in the General Assembly but cannot participate in decision-making. It meets on an ordinary basis twice (02) a year, and on an extraordinary basis as often as necessary, to define NEPAC’s main orientations, review its vision, mission, and objectives, define its strategic action plan and budget. It is a decision-making body, a forum for exchange, reflection, and experience sharing.

The Bureau:

It is composed of a President and a Vice-President who are duly mandated by two (02) REPAC member organisations as their representatives within the network. The Board chairs the work of the General Assembly and ensures that procedures are respected, including the proper implementation of the strategic action plan validated by the General Assembly. Board members are elected by a simple majority of General Meeting members for a non-renewable 2-year term.

The Technical Secretariat (TS):

This is provided by a REPAC member organisation appointed by a simple majority at the General Assembly for a renewable period of 4 years.

It is composed of two (02) persons, including one (01) permanent secretary and one (01) deputy secretary. The permanent secretary and his/her deputy are duly mandated by the organisation designated to act as REPAC Technical Secretariat.

The Technical Secretariat is responsible for the day-to-day operation of REPAC, including its representation, implementation of the strategic action plan, organisation and coordination of meetings, archiving of correspondence, minutes, and other documents related to REPAC, and communication to the group of all information concerning REPAC. The Technical Secretariat reports on the implementation of the strategic action plan to the Board every quarter.

Working groups and ad hoc committees:

NEPAC establishes working groups that focus on specific themes or areas of agroecology. These groups are open to all members and can facilitate collaboration and exchange between stakeholders with common interests. Ad hoc committees can also be set up within NEPAC.
